Davao City is transitioning its blockchain initiatives from experimental concepts to institutional deployment, with local universities set to issue on-chain academic transcripts and the local government expanding its blockchain-integrated identification system.
This strategic shift was formalized during the “BUILD Mindanao: AI & Blockchain Week 2025” held last month at the Royal Mandaya Hotel in Davao City.

On-Chain Academic Credentials
Reverion Technologies announced that Davao Central College (DCC) and the University of the Immaculate Concepcion (UIC) will begin issuing official academic transcripts on the blockchain. This initiative creates a permanent verification layer for student credentials, eliminates fraud and reduces manual verification times for employers and institutions.
DCitizen ID Expansion
Following its initial development, the DCitizen ID, which is Davao City’s unified identification system, is moving into broader cross-departmental integration.
Previously reported by BitPinas as a blockchain-linked ID for accessing basic services like medical and educational support, the system is now being positioned to streamline wider government transactions, with departments currently discussing integration pipelines.
Government Capacity Building
Davao City’s Local Government Unit (LGU) developers have achieved proficiency in Rust, a security-oriented programming language critical for blockchain engineering..
This upskilling initiative, conducted during the government-exclusive track at City Hall, ensures the city possesses the internal technical capacity to maintain and secure its modernizing infrastructure, the event statement stated.
Strategic Partnerships
The event secured continued support from the U.S. Embassy’s American Corner for ongoing free public upskilling, while receiving recognition from national leadership for its contributions to the country’s digital transformation goals.
