The messaging app Telegram will not face a ban in the Philippines following a successful dialogue and subsequent agreement between the platform’s leadership and the national government.

The Department of Information and Communications Technology (DICT) and the Cybercrime Investigation and Coordinating Council (CICC) announced that a consensus has been reached to address the proliferation of illegal activities on the application.

The resolution follows discussions between Philippine regulatory agencies and Telegram representatives Ronak Singh and Abhimanyu Yadav. The meeting aimed to establish a framework for cooperation to secure the digital space, directly addressing previous government concerns regarding the platform’s lack of local coordination, the agency said.

The agreement acts as a direct response to the directive of President Ferdinand R. Marcos Jr. to eliminate social harm and illegal operations facilitated by digital technologies, the DICT said in a social media post.

Key Compliance Measures

As part of the resolution, Telegram has committed to three primary operational changes to comply with Philippine law enforcement requirements.

  • The platform will implement a 24/7 helpdesk response system designed to take immediate action on reports concerning illegal content.
  • Additionally, Telegram agreed to a regular reporting structure. The company will provide the DICT and CICC with monthly updates detailing content takedowns and other relevant enforcement metrics.
  • The platform also affirmed a strict zero-tolerance policy against the online sexual abuse and exploitation of children (OSAEC), illegal gambling, and other illicit activities operating within its network.

Public Reporting Channels

With the threat of a ban lifted, the government agencies are shifting focus to active monitoring and public participation.

The DICT and CICC have instructed the public to report any encountered problems or illegal activities on the platform directly to the government through the official email channel at [email protected].
